The draws are random, but the casino can set the payouts to whatever they want to adjust the percetage of money paid out.

Video poker, like any other mechanized gambling machine, is set to return a percentage of its entire take to the player. The house can set that percentage to anything it likes. If it’s not at least 85%, people probably aren’t likely to play it.

It’s not random. It’s just a complicated algorithm that makes it look random but they have complete control of the payout. Just like slot machines.
